Even though the unit may be totally number driven, the quality aspect is inherent in all activities and cannot be ignored. Thus, goals are defined in a manner that the qualitative aspects are incorporated already into the overall scheme.
It is preferable to have quantifiable success criteria since it is easy to measure and eliminates ambiguity. None the less, performance excellence does not rest solely on quantity. Quality is an indispensable aspect of all operations. Even the smallest unit of a defined and quantifiably measurable performance by an employee has its inherent quality standard. Quality standards can also be defined as certain ratios. Thus, quality cannot be ignored. Hence, an effective measuring and assessment criteria will involve both the quantitative as well as the qualitative aspect. In fact, one of the elements which is essential in an effective business planning exercise is the ability to incorporate the quality aspect in the execution plan.
