A minimum number of training days must be mandatory for all employees. And these have to be attended no matter what. If the organization places the right amount of emphasis on L&D activities, performance can be significantly increased.

Organizations need to ensure that they convey the emphasis placed on the learning and development aspect of the culture to all employees. HR and Training department plays a crucial role in this. At the ground level this translates into stipulating minimum number of days of training for all employees irrespective of business urgencies, time-shortage and the level at which the employee is in the organizational hierarchy. At least half of such stipulated time must be allocated to training piece. Following this threshold number of mandatory learning and development days ensures that a cascading emphasis is placed on -the-job development. HR must co-ordinate with the senior line managers to disseminate the message to all employees that learning and development activities are placed at a high pedestal in the organization and all employees must be subject to the same irrespective of the current skill levels and individual opinions. This is a crucial tactic which helps create a culture of performance excellence and execution effectiveness.
